The Canadian Immigration Assessment Package includes the following:
Two Original Assessment Reports – one report for you and one for you to submit to IRCC
Electronic Copy of Assessment Report
Secure Electronic Access Required by IRCC
The Assessment Reports you receive will describe all appropriate credentials submitted and, for each, indicate the comparable level of education in Canada. You will also receive an unofficial electronic copy of the assessment for your records.
Immigration, Refugees and Citizenship Canada requires the ability to verify the authenticity of the original Assessment Report you submit to IRCC with your FSW application. To facilitate this, IRCC will have secure access for a period of ten years, to an electronic copy of your report and other required information.

Today on payment page it is showing some popup window with two option
(I) i am not resident of canada for purposes of the excise tax and i am not registered under that act
(II) i am resident of canada for purposes of the excise tax and i am not registered under that act
If 1 is selected then HST is excluded from payment and if 2 selected then HST is added over amount.. candidate applying wes eca outside canada need not to pay HST?
Correct , you only need to pay Tax when living in the country
